Sometimes, the departure of a key political player can make a big difference when it comes to policy.
Depending on their point of view, advocates are welcoming or condemning a proposal tucked into Gov. Andrew Cuomo’s budget plan that would impose tough new financial and reporting requirements on New York’s substantial for-profit, or proprietary, education industry.
What they didn’t say, but what they acknowledge, is that the change comes as a key backer of for-profit schools, former Independent Democratic Conference leader Jeff Klein, has left the legislature after being defeated in a September primary.
